Russia launches international competition for new standard housing projects

Architects and architectural firms from all over the world will design projects for new residential areas for Russian cities.

Strelka KB is overseeing the Open International Competition for Standard Housing and Residential Development Projects, launched on Wednesday. The competition was organized by the Russian Ministry of Construction, Housing, and Utilities, together with the Agency for Housing Mortgage Lending.

Today, the quality standards used for Soviet-era mass development have become obsolete, and current residential housing fails to provide modern comforts. To create convenient, diverse, and compact urban environment, Strelka KB and Russia’s Agency for Housing Mortgage Lending (AHML) have developed new “Standards for the Comprehensive Development of Territories”. This document will be the basis for the technical assignment for the competition.

Competition participants are required to develop four housing projects for one of three urban settings: a low-rise residential area, a mid-rise residential area, or a city center. Competition entries will be judged by the relevance of their concept and the solutions they provide, the potential for application in different climates, and the expected cost of construction and maintenance.

Applications can be submitted from 11 October to 25 December. In February 2018, 20 finalists will be announced, each of them receiving a 1 million ruble prize. During the following six weeks, they will have to adjust their projects according to the recommendations of the competition committee. Winners will be selected following the second phase of the competition. Up to five winning projects will be awarded 2 million rubles each. Up to five runners-up will receive 1.5 million rubles each. And finally, up to ten projects will be granted a third-place prize of 1 million rubles each.

The competition aims to generate almost 80 high-quality projects, which, after necessary adjustments and approval from the Ministry of Construction, will be used to build high-quality housing all over the country.

“Given the fact that by 2025 the plan is to provide 30 million Russians with new homes, this competition represents an incredible opportunity for AHML and the Russian Ministry of Construction to develop and promote new innovative standard solutions for residential houses based on the target models developed by Strelka KB,” says architect and competition committee member Giovanna Carnevali. “The international vision and expertise of Strelka KB make it possible to give this competition international visibility and will provide an international platform for high level professionals, both from the jury and the Russian and international architects that will apply.”

According to the Ministry of Construction, nearly 900 million m2 of new residential housing will be introduced by 2025. Reutilizing building designs will allow developers to decrease costs during all stages, including the operational stage, and to optimize the management and design processes. The projects developed by competition participants will be fine-tuned to meet the current needs of Russian citizens. The Agency for Housing Mortgage Lending will recommend the winning projects for new, residential housing in areas recently zoned for development.
